Grand opening of “Sensors and Systems” manufacturing plant

The opening ceremony of the first stage “Sensors and Systems” manufacturing plant was held on February, 9, 2018. Vice-Governor Alexander Zubarev, Head of Kursk Nikolay Ovcharov and special-purpose committees’ executives were taking part the event.
Sovtest ATE new manufacturing plant is aimed on batch production of MEMS sensors, monitoring systems, test and technological equipment within the frameworks of the state import substitution program.

At the beginning of the ceremony Sovtest ATE General director Igor Markov gave a brief tour for honored guests round the products that are manufactured at the plant.


The main direction of Sovtest ATE activity is production of test and measuring equipment for radioelectronic industry. Along with that in the frame of Telemedicine Act medical devices manufacturing is being mastered.

Nowadays under Sovtest trademark there are being manufactured 12 items of equipment that are much-needed round Russia and the CIS.
“Launch of our manufacturing plant will be held in three stages, - says Igor Markov, Sovtest ATE General director. “Today we are opening the first stage of the plant – 1st, 2nd, 6th and 7th sites which are SDB & wire harness assembly, SMT area, NDT Center and Conference Hall respectively. By the end of 2018 we are also planning to open the second stage of the plant – 5th and 6th sites with metalwork and packaging areas. Launch of the third stage is set in 2019: 3rd site is going to create sensors based on MEMS technology. This is the most expensive direction of our plant and at the same time the most perspective. Full production is expected in 2021, in jubilee year when Sovtest ATE is 30.


Small enterprise Sovtest ATE has been realizing investment project – construction of new plant – since 2015. Investment amount is more 220 million rubles (in 2015-2017 yrs.). In 2018-2022 years it is going to allocate 140 million rubles more for organization of metalwork and packaging areas. This allows reducing the enterprise dependence on third-part sub suppliers and setting full manufacturing cycle. For Kursk region this means new workplaces and additional payments to the regional budget.


“The government agencies task is to support small and medium-sized enterprises which are operating in real economical branch. And if it is high technological manufacturing, no doubt, our support must be twice efficient! – emphasized Vice-Governor Alexander Zubarev. “Another matter that we must give legal grounds for it. To leave such enterprises for state players is impermissible.

After introduction several Sovtest ATE staff members were awarded for long and dedicated work.
Grand opening ceremony took place in the 2nd site where SMT and test areas are located.

German delegation from Federal State Brandenburg, the partner of Center of economical cooperation and development, visited the ceremony as well.

Surprisingly how fast Sovtest ATE managed to build and equip it at such a high technological level. I am a mathematician at vocation and I know what it takes to create an enterprise in terms of high market competition”.
